Discretion Reports - Appear in Safety Module

As Discretion Reports require a Safety Manager to investigate and sign off in most operations, having the Discretion Reports appear in the Safety Reports table/section would be far neater for Safety Manager and allow a level of efficiency to the UI.

Warning Message when deleting Safety Reports from the PWA

It would be helpful that when deleting a submitted Safety Report on the PWA, a warning message appears that clarifies that deleting a submitted Safety Report merely removes it from the reporters' device and not from the organisation's server.

Ability to delete or inactivate defunct departments

Department list cannot be deactivated, only allowed to add new department. Need the ability to reduce the number of departments from list, to restrict its selection in future personnel set up and to reduce the size of the drop down list.
