Custom Quick Messages

Idea is for this to me managed by Admin at org level (under Spidertxt Admin page) and that messages can be configured as mobile and/or web then synced to all devices. This does require solving the problem of knowing which org a member belongs to (to show the right messages) - on mobile this can be based on the Spider they are paired with, on web TBC
