Recency Alert on log in even when scheduled

Recency scheduler should allow the option to still receive alerts on log in even when an item is scheduled, currently if an item is scheduled crew now longer get alert on log in. this means that if they forget to do the external course or miss a date they go uncurrent as its no longer flagging on their login.
