Suggest that the Scheduler screen includes a panel in which resources (aircraft and personnel) are listed and can be allocated to Scheduled tasks by click-and-drag action.
Ideally, resources should include a status summary similar to that shown on the "Review and Save" tab (e.g. WPC, overlap, recency, etc.) and should be filterable according to Base, Department, endorsement, etc.
An advanced iteration might cause resources to automatically re-order (according to suitability to task, location, etc.) when users click on a particular task.
