Template Access Levels - View Selection and Modify Selection - have the ability to actually select the bases/departments you want for this template

At the moment most of our users only have access to view their own recency. We want to change this so that they can view the recency page of other certain departments at certain bases and this would be dependent on what base they belong to. So I went in to create some access templates to make it faster to assign, only to find that when I select "View Selection" I can't actually tell the template what selection I want. So in this regard the use of the template is useless and I now have to go into each individual user of 70 of them to change the access individually.
