Pre-populate "Planned" fields in Discretion Report with rostered data

As Discretion Reports require a Safety Manager to investigate and sign off in most operations, having the Discretion Reports appear in the Safety Reports table/section would be far neater for Safety Manager and allow a level of efficiency to the UI.
Include Discretion Report investigation forum comments notifications.
Notify Personal Discretion Report investigation forum personnel of any forum comments submitted in the same way as Safety Report comments to allow appropriate communication and progress of these reports.
