Pre-populate "Planned" fields in Discretion Report with rostered data

Currently, when one completes a Discretion Report, one has to complete the planned place and time for duty start, duty end, etc. (see attached screen shot).

If a roster has been published, these fields should be pre-populated with data from the roster, saving the user the effort of having to complete them.
