Summary: Add "Status of Risk" (Residual, Active, Retired) field to Hazard & Risk Register

Description:
Clients have requested the ability to set and update the Status of Risk for each Risks. This allows risks to be better tracked through their lifecycle and prevents unnecessary reviews of risks that have already been mitigated.

The new Status of Risk field should:

• Provide the following options: Active, Residual, Retired.

• Allow users to update the status when a risk changes (e.g., from Active → Residual, or Retired → Active if reintroduced).

• Ensure risks marked as Residual or Retired are not flagged for repeated review cycles, while still remaining accessible for audit/records.

• Be configurable so clients can include the status in exports and reports.
