Summary: Add independent Risk Category field to Hazard & Risk Register

Description:
Clients have requested an independent area to clarify the Risk Category within the Hazard & Risk Register. Currently, risk categorisation is not clearly separated, which makes reporting and classification inconsistent.

The new Risk Category field should:

• Be configurable in the backend (so administrators can define the available categories).

• Display as a distinct field within the Risk Register (not tied to existing controls or descriptions).

• Be mandatory/optional configurable depending on client setup.

• Integrate with reporting/export functions.
