Safety Report Setup Optional Fields

Currently, one can only select if the Optional fields are Required, Optional or hidden.

It would be helpful if these can be amended to only be applicable to Report Managers.

For example, a report manager wants to set the Category as required because they want to collect statistics BUT they do not want the reporter to fill this in. Making it optional leads to the potential for this not being completed at all. So this fields needs to be mandatory for the report managers.
