Personnel picker / Contact Picker - better usability

It would be helpful to have the ability to create a department with a list of names where the personnel do not necessarily need access to Air Maestro with log in credentials nor do they need to be a user but their information may still need to be referenced. The current personnel picker can only filter through actual Air Maestro users. OR have the ability to create our own “Contact” type with a list of names and be able to choose them through a drop down list with the ability to select a telephone number to associate with the person.
