Operational Risk Assessment - Option to edit submitted ORA to amend controls and recalculate risk score

At present it is not possible for Users to edit ORAs that have been submitted. This means that the risk factor (score) associated with a particular assessment cannot be recalculated in the event that factors/circumstances involved in the assessment change.

Suggest, therefore, that the ORA be upgraded as follows:

• As a User who is adding a new ORA (Site Settings >> Risk Assessments >> Add New) I want the option to select a checkbox named IsModifiable, which will allow Users to edit ORAs once they have been submitted.

• As a User who is creating a new instance of an ORA that 'is modifiable' (Operations >> Op. Risk. Ass. >> Risk Assessment Name >> Create New Instance), I want the ability to specify who (other than myself) has the authority to modify the ORA once it has been submitted, by selecting names from a checkbox list in a filed named Authorised to Modify.

• As a User who has modified an ORA after it has been submitted, I want Air Maestro to indicate what changes were made by means of a Change Log (attached to the respective ORA).
