Send a Versioned Roster for "Approval"

It would be helpful to have the ability to send a notification to prompt a Planned Roster Review.
Once roster has been planned by accountable personnel - they would send a "request for approval" via email & be able to somehow approve the roster for publishing.

It'd be ideal to have an auditable log of this too.
