Standalone General Action Risk Ratings

Currently standalone actions do not have the provision to add in a risk rating like the safety and audit actions within the database.

It would be beneficial for the standalone safety and general actions to be able to have a risk rating associated to ensure we are able to monitor to closure in accordance with our procedures.
