Safety Report: Be able to manage access to each tab

As an organisation that shares the safety reports to all its employees, we want to limit this access to a specific/public information. The best way for doing so is to be able to manage the access to each report type tab, both default and cusotm ones.

Currently, AM let us do some of this management, but it's not enough. We want to control the edit and view access of each tab by role and/or by user. For example, we want to block the access to the files/attachments to any default user (instead of specifying it for each added file) and to give the investigation personnel the right to edit the content of a custom tab.
