Ability to make 'Confidential' checkbox ticked by defualt.

This is to request 'Confidential' checkbox to be ticked by default for certain safety report types.

This was suggested by Rob from RFDS QLD.

Often Airlines have to send safety reports to other 3rd parties, and to maintain the confidentiality of the reporter, they have to manually tick the 'Confidential' checkbox in case the reporter has not done so, have there is a tendency the Champion might forgot to do so for all the reports.
