General - Raising Action from anywhere

The ability to raise actions from anywhere in the system including when completing check forms.

This could benefit many organisations.

It would be a useful feature to be able to add the option to create actions from areas like check forms. Perhaps a toggle field when creating the document

OR to be added to the drop down list options when creating custom field items
