Ability to rearrange folder order in "Document Library"

In Document Library, we can move the folder in the folder as a sub-folder. There is no way to move the folder up and down.

As client requested for "Photo1" sequence order for their folder as below.

But, when I created sub-folder under folder, then the sequence as in "Photo2" and there is no option I can move the sub-folder up and down to put in correct sequence.

At that moment, we can just put serial number in front of folder in order to put in sequence.
