Base-department work practice and discretion report notifications

Russell Pirihi from HNZ has informed that they want to send the Work Practice Notifications to base department managers, but the role is currently not available in the dropdown menu of the Work Practice Notifications section.

This is also not available in the 'Discretion Report Setup' section.
