Allow some changes after a safety report is closed

It would be practical to allow corrections to be made to the classification and summary, and attachements to be added after a safety report is closed. This would allow corrections to be made, documents to be added, and the result of the action effectiveness check to be documented in the summary tab without changing the actual closing date.

This could be added as an option to the access template.
