Ability to add a comment to a persons recency item without putting a conducted date on the recency

At the moment we can only add comments to a recency item in association with a conducted date. We have occurrences where for various reasons a person may not yet be able to conduct that recency and we would like to put a comment on the recency item so that that information can be shared with anyone looking at the recency item
