Allow the Assignment of Discretion reports as it is for the Safety Reports

I know when you amend the first alert personnel/champions on the safety reports it does not back date, however with the discretion reports it appears to back date it. With the safety reports when you make an amendment, assign new people as champions or investigative personnel it only comes into effect from that moment on, unless you click refresh reports.
