Browser Push Notifications for New Alerts

The alerts section that each user profile has at the top of the blue navigation bar is a source of a lot of useful information such as new sign-offs required or new manual alerts.

It would be a nice feature if these notifications could send out a push notification to the user's browser so the user can see relevant information immediately without checking emails or refreshing the alerts pop-up.

This notification would ideally, when clicked on, open the relevant page in a new tab (much as email notifcation links do at the moment).
