Make the 'New Safety Report' button more obvious

When users raise a Safety Report via Menu > Safety > Safety Reports, the 'New Safety Report' button is not obvious and can often be overlooked, particularly as the button is within the “Display Options” box. Making the button more obvious will make it less likely to be overlooked.
