Email notifications safety report links should go directly to outlined report when not logged in.

When you get an email for a safety report and you aren't already logged in and you click that link it does not go directly to the safety report it goes to the main page. If you are already logged in it does. Bob Alexandra has pointed out that it would be nice if it went directly to the safety report regardless of login status
