Having past due hazard actions show critical for all

Currently over due hazard action items only show critical for the requestee. As a champion I only see it as a caution there should not be two levels of the same action.

This gives no oversite to ensure the requestee is doing his/her job. Or maybe they are off sick and you need to give it to someone else. All champions should see all critical items.
