Allow routing of reports by department.

A couple of operators have requested the ability to route reports by department instead of by base. Right now there are three options for routing reports:

• Global (Chief Safety Officer)

• Report Type

• Report Type by base

The fourth requested option is Report Type by department.

This is useful where it is not practical to split company units by base.
